NG Bailey are currently searching for a Commercial Manager to join our Low Carbon team.

This is a standalone Commercial Manager position, requiring an individual who can operate independently, confidently manage stakeholders and take ownership of commercial and estimating activities across the full project lifecycle.

The successful candidate will play a key role in supporting the delivery of low-carbon and decarbonisation projects, providing commercial leadership from project inception through to completion.

Responsibilities
  • Lead and manage the commercial function across multiple projects, ensuring strong commercial performance from tender through to completion.

  • Ensure that our safety-first message is visible and embedded across all project activities, in line with company Health & Safety standards.

  • Take ownership of contract terms, identifying and managing commercial risks and opportunities to protect and enhance project performance.

  • Develop, manage and maintain accurate project Risk and Opportunity schedules, ensuring mitigation plans are implemented and clearly reported.

  • Build and maintain strong relationships with clients, suppliers and key stakeholders, leading negotiations on contract terms, valuations and final accounts.

  • Support business planning, budgeting and contract reviews, ensuring accurate forecasting of costs and values.

  • Oversee the preparation and submission of applications for payment, ensuring cash flow is maximised and aligned with contractual terms.

  • Ensure robust commercial governance, including contract administration, record keeping and compliance with company procedures.

  • Manage subcontractor accounts and commercial performance, ensuring alignment with contract obligations and company standards.

  • Monitor project performance and provide accurate, timely commercial reporting to senior stakeholders.

  • Lead commercial and estimating activities including the preparation of bills of quantities, supply chain engagement, adjudication of supplier returns and identification of scope gaps.

  • Support procurement strategies and commercial decision-making throughout project delivery.

  • Review and manage contractual arrangements, ensuring compliance and effective risk management throughout the project lifecycle.

Requirements
  • Proven experience operating as a Commercial Manager or Senior Quantity Surveyor within a civil engineering, infrastructure environment.

  • Experience delivering civils, groundworks and wider construction activities is essential.

  • Previous experience working within a principal contractor environment.

  • Ability to operate independently in a standalone commercial role, managing multiple stakeholders and driving commercial processes with minimal supervision.

  • Strong commercial and estimating capability, including preparation of bills of quantities, supply chain engagement, adjudication of supply chain returns and identification of scope gaps.

  • Experience reviewing and administering contracts, whilst managing internal commercial governance and reporting processes.

  • Demonstrable experience in commercial risk management, subcontract management and financial control.

  • Strong working knowledge of NEC forms of contract.

  • PQS experience would be advantageous.

  • Experience working within decarbonisation, low-carbon, energy transition or sustainability-focused projects would be desirable.

  • Understanding of project funding structures and commercial financing models would be beneficial.

  • Degree/HNC qualification (or equivalent) and/or significant relevant experience.
